Millard G. McKinney (1912-1997) was a retired Navy officer who grew up and later retired in El Paso. He was a photographer and historian by avocation; a particular interest was military history in the El Paso area. He was involved in the El Paso County Historical Society and photographed many events of that organization. McKinney did photo research for several books and made copy photographs of historical photos held by libraries, museums, and individuals in the El Paso area. Many of the photographs in the McKinney papers show early aviation, life at Fort Bliss, or buildings in the El Paso-Ciudad Juarez area.
